Career Profile:

His career has included 20 years in chemical process design & project engineering, followed by 10 years in offshore safety design management and 10 years running safety engineering consultancies in the oil & gas industry.   He has gained experience at a senior level in process design, operations, safety and environmental engineering, and risk management and has managed the efficient implementation of capital projects.   He is a Fellow of the UK Institution of Chemical Engineers; he served on the Scottish Branch committee, and was elected chairman for a two-year term in 1991.  He has also been a committee member of the Safety and Reliability Society and has served as chairman for the North of Scotland Branch. He has delivered courses in HAZOP Study, Failure Mode and Effect Analysis and he has lectured to the M.Sc. course in Process Safety and Loss Prevention at SheffieldUniversity.

For the Magnox Alliance at BNFL Sellafield (Mar – Oct 2000).  Duties included establishing CDM arrangements for the implementation of shutdown projects in the Fuel Reprocessing Plant, providing method statements and risk assessments, organising safety studies to support preparation of COSRs, conducting FMEA/RCM studies in the Flask Handling Plant to develop maintenance strategies and fault finding guides.

 Technical Authority

In Aberdeen, for the assurance of safety and environmental protection in engineering projects.  Established hazard management philosophies and procedures within alliance contracts (e.g. BP, Mobil, British Gas, Marathon).  Applied risk criteria and set performance standards.  Developed and promoted risk identification and assessment techniques as an integral part of the design process.  Chaired HAZOP, HAZID, SIL, business risk assessments and design safety reviews.  Responsible for 10 technical safety engineers in a core team and resourcing others into project teams.

 Assignments included:

Assessment of occupational and major accident hazards associated with the re-use of the Brent Spar as a coastal protection reef.

Modelled potential process releases at St. Fergus Gas Plant, Mossmoran NGL Plant and Braefoot Bay Jetty and evaluated off-site environmental impacts. 

Carried out reliability analysis, FTA and FMEA studies to establish performance standards for safety-critical elements on several offshore platforms and floating installations.

Prepared a Safety Report to the H & S Executive for a 'live' test of Maersk Tyra gas compression module in a UK construction yard.  Modelled heat radiation and gas cloud dispersion to demonstrate acceptable risk to the public in the event of emergency gas venting.

Prepared a Design Safety Case for a 'not normally manned' Mobil gas platform.  Carried out QRA of the design concept to select the optimum platform position, jacket type, topsides layout and cost-effective risk reduction measures.
